Its establishment was part of UNESCO\u2019s drive to decentralize its functions. In particular IICBA expressed UNESCO\u2019s commitment to capacity building in Africa. IICBA is headquartered in Addis Ababa, Ethiopia, and presently has two nodes, one situated within the UNESCO Regional Office in Dakar, and the second one within Pretoria University, South Africa. The draft Statement of Work (SOW) outlines what the agency expects to accomplish via the Reading for Ethiopia\u2019s Achievement Developed (READ) project, which seeks to improve the reading and writing skills of elementary school students.<\/p>\n<p>According to the draft SOW:\u00a0The overall program will have four components: curriculum improvement, pedagogical techniques, appropriate technology and teaching aids, and co\u2010curricular activity and community outreach.
